This is the Rotolight Neo II. 

It's a really fantastic and versatile little light which can both be used as a constant video light and a photo strobe. It is bi-color and can fade between tungsten and daylight balance.

It has some really useful film SFX programs which let you mimic things such as TV flicker, Fire flicker, Lightning and a host of other lighting programs.
